Gaiter

Also called a boot, a flexible rubber casing over a joint. Normally packed with grease, it is designed to protect against dirt getting into the joint, causing wear.

Often the term gaiter is used to describe the rubber or leather covering around the gearstick, in this case it is just a cosmetic part with no grease packed inside.
